proposal to break current ERC spec into an ANVL spec and a smaller ERC spec, and then add to the latter the beginnings of a usage guide for at least three classes of repository depositor:

unfunded depositors with little or no metadata

those with legacy metadata, possibly rich metadata, with some ability to script transformations to Kernel

well-funded depositors ready to create metadata and want the repository manager to specify ideal metadata

Bill: open to students testing ERC guidelines

Charles: sees need in his organization for metadata to provide consistent searching across a repository and explicit directions for production of descriptive metadata
