Executive Recruitment call February 2011

Introduction

As part of a recruitment exercise following the independent incorporation as a not-for-profit Company limited by Guarantee in Singapore in December 2008, the Dublin Core Metadata Initiative, a community initiative involved in development and promotion of interoperable metadata approaches, is soliciting applications for a number of positions in the Executive Office.

In the current situation, the Executive consists of two officers (Chief Executive Officer and Chief Information Officer) sharing the tasks in the Executive as described in the following sections between them.

Positions open for application

Chief Executive and Financial Officer

Tasks:

  • Performing all activities required by law, including organizing (virtual) meetings of the Board of Directors and preparing Resolutions to be taken and signing off on documentation for ACRA (Accounting and Corporate Regulatory Authority) and IRAS (Inland Revenue Authority of Singapore).
  • Maintaining an overview of the financial status of DCMI of the current financial year and budgeting for subsequent years, for review by the Oversight Committee at least every three months.
  • Planning and organizing conference calls and meetings of the DCMI Oversight Committee.
  • Planning and organizing conference calls and an annual meeting of the DCMI Advisory Board at the annual conference and incidental contacts with the Advisory Board in relation to technical and strategic issues that are relevant to the activities of DCMI.
  • Maintaining regular contacts with Community moderators and Task Group leaders to discuss progress and help resolve problems.
  • Preparing an overall Status Report twice per year (traditionally in March and September) and proposals for creation, continuation or de-activation of Communities and Task Groups.
  • Performing all activities related to the Membership and Partnership Programs, including communicating with current Members and Partners and negotiating with prospective Members and Partners. This may also include developing and maintaining other funding approaches such as grants or donations.

Skills:

Proven experience with managing a small organization or community initiative in an international setting. Fluency in English in speaking and writing. Knowledge of one or more other languages should be an advantage.

Volume:

48 days per year

Budget:

US$ 24,000 per annum

Administration Officer

Tasks:

  • Performing all activities related to the day-to-day operations of DCMI, including signing contracts with suppliers and contractors, managing DCMI's bank account, and issuing invoices.
  • Co-ordinating issues related to tax and regulatory issues with DCMI's Corporate Secretary, auditors and accountants.
  • Maintaining the organizational archive of DCMI Ltd using Subversion, in parallel to the physical archive that is kept by the National Library Board in Singapore.

Skills:

Proven experience with financial and administrative management, with knowledge of Singapore regulations and legal issues. Fluency in English in speaking and writing.

Volume:

18 days per year

Budget:

US$ 9,000 per annum

Information/Communications Officer

Tasks:

  • Maintaining the DCMI Web site using Subversion, with monthly news items and updates of content and structure of the Web site, with incidental preparation of press releases and responding to interviews.
  • Maintaining contacts with external organizations relevant to DCMI and its activities.
  • Planning, scheduling and organizing the annual conference and any other events (e.g. regional workshops, Webinars) including negotiation of financial conditions, and preparing and delivering presentations about DCMI and its work.
  • Developing and maintaining guidance documentation.
  • Co-ordinating responses to user feedback on DCMI's activities.

Proven experience with production of user-oriented documentation. Fluency in English in speaking and writing. Knowledge of one or more other languages should be an advantage.

Budget:

US$ 12,000 per annum

Research Officer

Tasks:

  • Co-ordinating the Architecture Forum and technical contributions to the work of DCMI, including developing and maintaining technical documentation.

Skills:

Proven knowledge of research issues related to metadata modelling and implementation. Proven experience with production of technical documentation. Fluency in English in speaking and writing.

Volume:

12 days per year

Budget:

US$ 6,000 per annum

Vocabulary Maintenance Officer

Tasks:

  • Co-ordinating the development and maintenance of the semantic specifications and namespace schemas published by DCMI.

Skills:

Proven experience in vocabulary management in Semantic Web environment. Knowledge of RDF. Fluency in English in speaking and writing.

Volume:

12 days per year

Budget:

US$ 6,000 per annum

Combining roles

In the current situation, one officer takes care of the Chief Executive and Administration roles and one officer takes care of the Research and Vocabulary Management roles with the tasks related to the Information/Communication role shared between the two officers.

Although applicants are free to choose applying for one or more positions, the following combinations may be considered:

A team of two to four officers is deemed to be the optimal size of the Executive Office.

In evaluating the applications, a number of considerations will be taken into account, such as the mix of skills and experiences across the candidates in such a way that there will be appropriate "organizational memory" in the resulting Executive. As such, previous involvement in DCMI may be an advantage but is not a prerequisite.

To satisfy legal requirements, one or two selected officers will be invited to be appointed as Directors of the legal entity, the Dublin Core Metadata Initiative Limited.

Budget considerations

The budget amounts mentioned in the previous section are based on the projected annual budget for DCMI. The Executive Officers will be expected to work towards identifying and exploring additional financial sources that would allow the amounts of days and available budgets for the Executive Office to be higher than the ones mentioned above.

The work involved in the roles described above will not always be evenly distributed over the year. The amounts of days and available budgets are overall figures estimated over a twelve-month period.

Form of contract, place of work

All these positions are offered in the form of service contracts subject to Singapore law that can be awarded to individuals, not as regular employment contracts. Contracts will initially be issued for six-month renewable terms starting in July 2011.

Applicants may be, but need not be, physically located in or residents of Singapore. The nature of the work is such that it can be done from anywhere in the world using regular communication technologies (e-mail, voice-over-IP, telephone conferences) with occasional face-to-face meetings.

Evaluation timeline

Evaluation of applications will be done by a special Recruitment Committee of the DCMI Oversight Committee. Interviews with shortlisted candidates will be done by telephone conference at dates and times convenient for the committee members and the candidates.
