DCMI Call for Tender 2007-01: Analysis of and Recommendations for DCMI Web site

The following call for tender is issued in the context of an activity to improve access to DCMI documentation and information for a variety of audiences. The audiences may range from first-time visitors who need easy access to general information on one end of the scale to experienced implementers who seek access to specifications and guidelines on the other end of the scale.

This contracted work item will be tracked by the DCMI Managing Director and may be monitored by an ad-hoc review committee of experts invited by the DCMI Directorate. A contract will be signed on behalf of DCMI by OCLC, Inc., in Dublin, Ohio, USA.

Applications in response to this call should be submitted in the form of an e-mail message containing a proposal for the overall approach and a financial offer to Makx Dekkers. The proposal should be accompanied by a list of references and Web links to previous work or examples of best-practices. The deadline for submission is 14 March 2007.

Terms of Reference

Background The current DCMI Web site has grown out of the informal, consensus-driven organization that DCMI has been since its inception in 1995. As a consequence, the way the site is organized primarily reflects the needs of the specialists that are involved in the development of the Dublin Core standard and related documentation and guidelines, and is less friendly to a more general audience. To improve the usefulness of the site for non-specialist audiences, DCMI seeks assistance of external contractors to critically look at the structure, the content and the usage of the Web site and to propose improvements that could be implemented in a subsequent activity later in 2007.
Description of work The contractor should undertake the following activities:
  • Conduct a first-pass analysis of the overall design and navigational paths of the DCMI Web site and compare these to current best-practices of similar organizations
  • Analyze and interpret available statistics (Web server statistics, Google Analytics and internal search server statistics)
  • In consultation with the DCMI Directorate, identify the potential user groups and design an approach to collect user requirements of the main user groups, e.g. through online surveys or targeted mailings
  • On the basis of the findings of the above tasks, propose main elements for a new design (with proper attention to accessibility and usability) and structure, also taking into account the possible integration of a Wiki infrastructure for production and maintenance of documentation, as well as possibilities to produce and maintain different language versions in the future.
Expertise needed The contractor must have:
  • experience in successful design of user-friendly Web sites, ideally in a non-profit community environment with collaborative production and maintenance of information
  • demonstrated skills in information management and basic knowledge of metadata approaches.
  • technical knowledge of Web site related formats, protocols and tools (HTML, XHTML, XML, RDF, CSS, Web content management, Wikis)
Deliverables

All deliverables to be presented in English

  1. Detailed workplan with description of overall approach (month 1)
  2. Report on first-pass analysis and proposal for an approach for collection of user requirements (month 2)
  3. Report on collection of user requirements, main findings and recommendations (month 4)

Deliverables are to be submitted in draft form for discussion with the DCMI Directorate and review committee. After such discussion, deliverables are to be submitted in final form, taking into account comments made during the review, for formal acceptance by the Managing Director.
