DCMI Call for Tender 2007-02: User-oriented introductory material and training resources

The following call for tender is issued in the context of an activity to improve access to DCMI documentation and information for a variety of audiences. The audiences may range from first-time visitors who need easy access to general information on one end of the scale to experienced implementers who seek access to specifications and guidelines on the other end of the scale.

This particular tender is focused on the content that may be useful for first-time visitors, who are looking for general information on what Dublin Core is and how it could help them achieve their goals and objectives, as well as content for people who are embarking on a specific project that uses Dublin Core metadata. The work will need to take into account the material that is already there, and should identify what is useful, where gaps exist, and how the material should be presented to the users.

This contracted work item will be tracked by the DCMI Managing Director and may be monitored by an ad-hoc review committee of experts invited by the DCMI Directorate. A contract will be signed on behalf of DCMI by OCLC, Inc., in Dublin, Ohio, USA.

Applications in response to this call should be submitted in the form of an e-mail message containing a proposal for the overall approach and a financial offer to Makx Dekkers. The proposal should be accompanied by a list of references and Web links to previous work or examples of best-practices. The deadline for submission is 14 March 2007.

Terms of Reference

Background In various places on the DCMI Web site, there is material that is provided as introductory or training material for implementers of Dublin Core metadata. Examples are the user guide “Using Dublin Core”, the sets of Tutorial slides from Dublin Core conferences and the FAQ. In addition, in 2006 a set of “board-room” resources has been developed, including one- and five-page summaries and a PowerPoint presentation describing the characteristics and potential benefits of Dublin Core.
In the context of DCMI's strategy to pay more attention to user needs, this tender's objective is for an outside contractor to look critically at the material that is available, material that is missing, and give recommendation to the DCMI Directorate as to where improvements can be made and how the material can be structured. These recommendations will inform further activities in the next years to produce more and better user-oriented materials on the DCMI Web site.
Description of work The contractor should undertake the following activities:
  • Conduct an analysis of the available material on the DCMI Web site in terms of its focus, depth and quality, possibly with interviews of authors of the material to determine the objectives and intended audiences.
  • In consultation with the DCMI Directorate, identify the potential user groups and design an approach to collect user requirements of the main user groups, e.g. through online surveys or targeted mailings.
  • On the basis of the findings of the above tasks, propose a number of “information packages” to serve the needs of the various user groups, identify which existing material can be used, with or without modification, and which materials should be created to fill in gaps, and propose the way these packages can be offered to the public through the DCMI Web site.
Expertise needed The contractor must have:
  • experience in provision of user-friendly information and training resources related to organizational and technical issues in environments similar to the DCMI context
  • demonstrated skills in information management and through knowledge of metadata approaches, specifically including Dublin Core metadata.
Deliverables

All deliverables to be presented in English

  1. Detailed workplan with description of overall approach (month 1)
  2. Report on analysis and proposal for an approach for collection of user requirements (month 2)
  3. Report with main findings and recommendations (month 4)

Deliverables are to be submitted in draft form for discussion with the DCMI Directorate and review committee. After such discussion, deliverables are to be submitted in final form, taking into account comments made during the review, for formal acceptance by the Managing Director.
