The DCMI Recommendation "Dublin Core Metadata Element Set, Version 1.1: Reference Description" at http://dublincore.org/documents/1999/07/02/dces/ uses the term Name for "The label assigned to the data element" and Identifier for "The unique identifier assigned to the data element".

Inconsistently, the DCMI Recommendation "Dublin Core Qualifiers" at http://dublincore.org/documents/2000/07/11/dcmes-qualifiers/ uses the term Name for "The unique token assigned to the qualifier" and Label for "The human-readable label assigned to the qualifier.

The Usage Board decided that all DCMI documentation should use Name and Label, following the qualifier recommendation. The documentation for DCMES should therefore be edited in this sense.
